Developer Bond Requirements and Quote Preparation
Practical bonding guidance for subdivision and site improvement projects
When a development project includes roads, utilities, grading, drainage, or other public improvements, the approving agency may require a surety bond before work begins or a project milestone can move forward. White Lion Bonding & Insurance Services helps developers and property owners review those requirements and prepare the information needed to request a developer bond quote.
START WITH THE BOND REQUIREMENT
The first step is identifying who requires the bond, what work it covers, and the amount requested. Requirements differ among cities, counties, districts, and individual agreements. A bond for subdivision improvements is not automatically interchangeable with a contractor's performance bond, even when both relate to the same project.
Look for a written bond form, improvement agreement, permit condition, or agency instruction. These documents help clarify the obligee (the party requiring the bond), the covered improvements, and any required bond language.
COMMON DEVELOPMENT IMPROVEMENTS THAT MAY REQUIRE BONDING
- Subdivision improvements: Completion of specified improvements associated with a subdivision or development approval.
- Grading and site work: Earthwork, slope stabilization, or related improvements when an agency requires financial assurance.
- Streets and access: Roads, paving, curbs, sidewalks, and other required access improvements.
- Water, sewer, and storm drainage: Installation or completion of infrastructure identified in approved plans.
- Utility and site improvements: Other public or private improvements covered by the applicable bond agreement.
- Maintenance obligations: Certain agreements require a separate maintenance bond after the improvements have been accepted.
The exact bond type and amount depend on the governing agency's documents. For a broader overview of subdivision surety bonds, see White Lion's Subdivision Developer Bonds information page.
WHAT TO HAVE READY WHEN REQUESTING A QUOTE
Preparing a few project details in advance can make the review more efficient. Depending on the bond and surety, the information requested may include:
- Developer or applicant's legal business name and contact information
- Project address, jurisdiction, and a short description of the improvements
- Required bond amount and the agency's bond form, if available
- Improvement agreement, permit documents, or relevant plan information
- Estimated construction schedule and status of the required work
- Financial or project background information if requested during underwriting
Not every request needs every item. Bond underwriting and documentation vary with the obligation, bond amount, and applicant's circumstances.
HOW THE DEVELOPER BOND PROCESS WORKS
- Review the requirement. Confirm the bond form, obligee, amount, and improvements being guaranteed.
- Submit the project details. Share the available documents and information for an initial review.
- Surety review and quote. The surety may request additional information before offering terms.
- Issue and deliver the bond. Once approved and any required conditions are met, the bond can be prepared for delivery according to the obligee's instructions.
A bond is a guarantee of specified obligations; it is not a substitute for completing the improvements or meeting the underlying agreement's requirements.
